I'm aware of the rule that says you have to make sure your wiring under a roof deck needs to be out-of-the-way of any roofing nails that might be installed later... but 10" seems excessive.

It was to allow firefighters to safely axe through a roof without fear or cutting into a 600VDC wire from roof mounted PV. Hence my wondering if the introduction of rapid shut down did away with this code.

The purpose was to protect firefighters and that was taken over by rapid shutdown so it was removed.
