and that's the only inverter, then 705.11(A) requires that the service conductors have an ampacity of 82A.

Of course the conductors upstream and downstream of the upstream-most OCPD on the PV side are subject to other rules for sizing.

I see. so it's talking about 82 amps only. So can I then use a 110 amp breaker as the supply side interconnection to the service conductors?

Yes, I would think you could do, e.g.:

Service conductors of at least 82A ampacity
Splice box -- existing service conductors -- existing service disconnect
Service conductors of at least 103A ampacity
110A OCPD
Conductors of at least 103A
82A inverter output current
