Pv Grounding

County building dept says I have to have two ground rods within 6 feet of each other for a 3.3 kW residential roof mount solar system. 200 amp main panel. I have read all of 2011 NEC section 250 and 690 but can't find any requirement for this. Is there a code requirement for this? Thanks

The requirement is not less than 6ft apart... not within 6ft of each other.

If one rod is installed to meet the electrode requirements, if it is not less than 25 ohms to earth, a second has to be installed (not less than 6ft apart). If there is a water pipe electrode, a supplementary grounding electrode is required. If that supplementary electrode is a rod, then it too falls under the 25 ohm requirement.
