Hello.
We are installing a PV system that require
Live side tap and a 1000 amp disconnect between LST and inverter
what goes on line side of disconnect LST conductors or inverters conductors.

also if this disconnect is 15' from MDP can conduit be EMT or it has to be encased in conctete since this is a service run?
 
You can line side tap, inverter is on the line side. Conduit is what I would do, make sure you use bonding bushings if your running your grounding electrode through the pipe.
 
For the safety disconnect switch, in a utility connected PV system the inverter connects to the LOAD side. The LINE side connects to the utility.

With loss of utility the inverter will shut down. In all cases I know of, the safety switch will be fused and connecting this way will remove voltage from the fuses. The line side connection is a second Service and all the rules for a service apply.
