Is there a way to install a pv system on a 3 fam house that accounts for the entire load but also maintains individual metering and is acceptable to the POCO

You've got to talk to the POCO and/or your state and local regulators.

In California there is a provision to add a new meter for the solar system and apportion the production among the existing meters on the same service by mutual agreement of the customers on the existing meters. This is a law that was passed by the legislature. There are significant costs and for 3 meters it tends on the side of not being cost-effective.

If your locality doesn't have a similar provision then you'll have to install three systems.
