PVC and ground wire

I installed a new 100 amp service, the rmc on top from meter base to weather head, coming out of the bottom with sch 80 pvc to 100 amp panel in home. the inspector wanted a # 6 wire ran with the service conductors because i used pvc. HE is wrong . what code article prohibits this. (neutrals in parallel ) ?

250.6 Objectionable Current.
(A) Arrangement to Prevent Objectionable Current. The grounding of electrical systems, circuit conductors, surge arresters, surge-protective devices, and conductive normally non–current-carrying metal parts of equipment shall be installed and arranged in a manner that will prevent objectionable
current.
(B) Alterations to Stop Objectionable Current. If the use of multiple grounding connections results in objectionable
current and the requirements of 250.4(A)(5) or (B)(4) are met, one or more of the following alterations shall be permitted:
(1) Discontinue one or more but not all of such grounding connections.
(2) Change the locations of the grounding connections.
(3) Interrupt the continuity of the conductor or conductive path causing the objectionable current.
(4) Take other suitable remedial and approved action.

Also try:
250.92(B)(1) for the meter socket. Perhaps also note that the grounded conductor is factory bonded in pretty much all residential meter sockets.
250.24(C) for the service disconnect.
Now you have established that the grounded conductor is bonded at both ends, so two options from here, one just questioned what the EGC would accomplish, and also you could try evoking a parallel conductor violation

If I understand you correctly, you have an outside meter with the service disconnect inside fed by service conductors in PVC. As long as the meter can is bonded per 250.92 (likely is factory bonded) and you have the inside main disco bonded, then the inspector is wrong and does not understand basic concepts of the code.
BTW, no outside disco would be an issue under the 2020 NEC.

A separate EGC is only required after the main disco/OCPD.

A service conduit is part of the neutral, but a redundant EGC is not.
