Agreed that for better or worse, none of the language in 300.4 would apply to wiring methods cast in concrete floors or walls.

Everything on that list including carpet could pertain to walls. If floors were to be included it should say floors.

Disagree with respect to 300.4(F). There is no explicit mention of floors vs walls, and while 3 of 4 items listed (wallboard, siding, paneling) are commonly found on walls, the other item listed (carpet) is commonly found on floors. So there is zero reason to approach 300.4(F) with an expectation that it is about walls rather than floors. Particularly as 300.4(A) through (D) also all apply to walls and floors.
