Can I use PVC conduit on the outside of the building from rooftop panels down to the inverter?

Sure. Just keep in mind the requirements for support, expansion joints, and its general ugliness.

Note PVC has to be rated for the appropriate temperature, which may be too high on the roof. I've heard stories of PVC degrading and coming apart in that situation.

It's allowed by the code. It's not a particularly good practice though unless you are in a corrosive environment, close to the ocean, on an island, in a wastewater treatment plant, etc.
