PVC conduit and service disconnect

This older home has a meter but no disconnect outside even though the main panel is 30' away. Furthermore the conduit coming out of the meter changes over to PVC and goes overhead for 10' before entering the house. I'm being told some things that do not seem correct about this situation and I want to clear it up.
My questions are:
Does there have to be a disconnect outside?
Is the PVC pipe legal?

A local EC should be able to help you with your questions. Local codes and the code that was in place at the time the home was built will play into the answer.

If the PVC is Schedule 80 it would be fine as far as the NEC is concerned.
