Has anyone seen heard of having a metal coupling fitting for underground PVC conduit?

Sounds like they just telling you the requirements for metal fittings not that you have to use them with PVC.

Tough to interpret. That would be a little crazy to cut off the belled end of each length to install the coupling.

Unless it tells you to do that I would assume that you can use the bell end and ignore what you posted about the metal fittings.
