Since PVC and ENT are basically the same material, is it legal to use PVC fittings on ENT? ENT fittings are outrageously expensive.

If the PVC fittings are listed for use with ENT then you can use them, but if not you can't. Take a look at 362.6

362.6 Listing requirements. ENT and associated fittings shall be listed.

You may use anything that is approved by the AHJ. BUT most AHJ's will not approve such an installation because it violates the listing. If they would approve it, I would think that this would come under the "Special Permission" clause, which means that you would need to obtain written permission for such an installation. I can't believe that any AHJ would issue such permission.

The Carlon instructions say that you can use PVC fittings with ENT. Not sure about other brands.
From the Carlon Q&A.

What fittings may be used with ENT?
•
UL lists Carlon’s one-piece Quick Connect fittings for use with our ENT.
•
UL lists 1/2" through 2" Schedule 40 fittings (couplings and adapters) for use
with ENT. When using the Schedule 40 fittings, ENT cement along with
the specific cementing instructions are to be utilized (see the Flex-Plus
Blue ENT product catalog).
