No.
An EMT connection to the box at the top would make no difference whatsoever.
In a branch circuit from the source, If there's a nicked conductor in the EMT Stub up between the PVC stubup at the floor and the top of the stub out where it's connected to the metal box, a connector connection is not going to clear that fault whatsoever.
Only a wire type EGC pulled in the raceway and bonded to the metal box would would.
If the EMT inside the block was terminated to a surface mount PVC box a the top where it stubs out, without and wire type EGC pulled in the conduit, there would be no fault clearing capability at all.
The only way you'd get shocked would be if you took the cover off of the PVC box at the top and put yourself between the energized metal connector in the back of the box, or, was silly enough to knock a hole in the block wall and grab ahold of the energized EMT stub up and something that was actually grounded.
