Pvc mast with metal weatherhead

I find this amusing that the group is trying to find a way to bond the metal cap that if was install properly (on a metal riser) would already be bonded IMO. Should have not gotten past inspection -- buy the appropriate parts seems there is a bit of rigging going on here.

I've had a situation in the past where I had to install a gal mast but could not make the run all the way back to the meter enclosure. There were too many bends involved in service the run. I probably couldn't even have done it in PVC. So, I ran the mast up through the roof, came out through the eave, made a 90, ran an add'l 6' in gal and secured it to the house. Then, with a coupling and a squeeze connector converted over to SEU cable. I was able to bond the mast to the bare ground wire coming out of the metal service head by using a large water pipe clamp on the gal and and a split bolt bug on the wire. How do you plan to ground the metal weather head ? To the screws on the clamp ?
