PVC pipe terminating on top of a 3R pull box, rain tight?

Not a code thing but is good idea to avoid top entries that are directly above mentioned items anyway because regardless of how well the fitting seals against the enclosure any condensation that forms in the raceway still drips onto those items
To help a bit for those instances, male a small drip loop on the conductors that is not over the items. Offset the entrance so that the conductors do not lead directly to the contactor, or whatever.

Sorry, I think I read your comment wrong. I think you were referring to condensation, and being over those items.

I never disagreed with fact those fittings need to be listed for wet locations. That doesn't stop condensation from forming in the raceway though. Gravity tends to bring some of that condensation down into the enclosure eventually and it it doesn't drip directly onto the breaker, contactor, etc. it may follow conductor(s) to the termination(s) on the breaker, contactor, etc. Meter sockets with lay in lug type and angled away from other components is one thing that seems to take this reasonably well.
