PVC size required for underground conductors

I am looking for clarification as to how many conductors I can get into a 2.5" sched. 80 PVC. I will be using #1 aluminum conductors, they will be direct buried and then run in PVC for protection when they emerge from the trench to the point they enter or leave the service panel. When looking at the notes in Chapter 9 motes to tables number 2 says " Table 1 applies only to complete conduit or tubing systems and is not intended to apply to sections of conduit or tubing used to protect exposed wiring from physical damage. So is that telling me I can use the total area or the 60%? I asume that I am still subject to derating factors found in article 310. Can anyone clear this up for me?
 
Chapter 9 does not pertain to sleeves. IMO you can fill it up 100% but you must derate if the length is longer than 24"
 
Chapter 9 note (4) nipples not exceeding 24" shall be permitted to be filled to 60 percent of their total cross-sectional area and adjustment factors need not apply to this condition.
 
There is a difference between what the NEC allows and what you can physically install. If you are at the fill limits go to then next bigger size.
 
Yeah try filing that 100 percent without using a tugger......maybe bigger pipe if you have to go close to 100 percent fill?
