Does 9 minutes per strap seem about right for time? 2400 - 3/4" pvc straps. the CLICK type, @ 20' plus.

Standard install location it should be about 1/2 that time! What's it being strapped to?

Steel channel that supports sheet metal roofing. Working height above 20'. Old construction, generally open access from floor.

I can't imagine that it would take 9 mins a strap especially if you have scaffolds. I bet once you are set you can do them in under one minute but obviously, you have to consider moving the scaffold etc. I still think with that many straps and an open floor 4 minutes is enough

Cows would also take considerably more time in strapping the pvc
to the steel channels.

Take a pvc coupling just big enough to fit around the e-stop and tape it in place. That'll keep the cows from pushing the e-stop while the guys are up in the air.
