If there is a solid object which is preventing you from obtaining the burial depth Note 5 in Table 300.5 and also Note 4 allow for shallower burial depths.

Vehicular traffic, such a parking lots, driveways, etc. have not been mentioned.
Is this part of the problem ?

Are there any allowances for sleeving the pvc conduit in cast iron or ductile iron pipe (DIP) as far as burial depth is concerned? In other words, can you put the pvc conduit through a section of DIP and have 6" of cover without grounding the DIP. Seems to me a solution, but I don't see anything in the NEC about this. Interesting thread. Thanks.
