PVC underground segment in RGS Feeder

This seems wrong but I cannot find a clear code reference.

I have multiple 208V feeder conduits leaving a standalone outdoor swbd in RGS, transitioning to PVC above grade, feeder continued in PVC buried in trench, transitioning again to RGS above grade and continuing to a pullbox via RGS on a bldg exterior. The conduits have equipment grounding conductors installed. The runs are not subject to physical damage.

It would seem that this should be treated just like a conduit for a grounding electrode conductor where the conduit has to be bonded at both ends, or else possibly we could transition to PVC at least 18 in. BELOW grade similar to the requirements for buried elbows. I can only find references that conduit has to be "grounded" which has occurred in this installation at one end only.

The only reference I can think of using is 1999 300-10 (I'm in CA)and insist that they use a box at each transition and bond to the box.

Any help would be appreciated! :)

As I understand your description the raceway is RGS-PVC-RGS and has no other metallic segments in the PVC section. What was a bit less clear, but I believe you indicate that RGS segments are bonded to the equipment grounding conductor, but only at one point each. If that be the case, it?s a legitimate installation. Section 250.64(E) doesn't apply to equipment grounding conductors.
