PVC usage underground in cold climate?

Here in the Phoenix area, we always alow PVC to be used underground, but what about areas that get prolonged freezing? I've got a project in Northern Arizona at 7000 feet elevation or so.

I am at 8,000 feet frost line at 18" , we don't use any special procedures here.
If you have very expansive soils where you have a lot of heaving. I would use those expansion fittings where you terminate above ground.
