When arc furnace of steel plant is switched off, large power on grid will cut off from the grid , causing voltage rise and grid unstability.
how this will be controlled ?
 
First the mechanical momentum of the generation system will cause a rise in the grid frequency and if this rise is great enough some of the generators will trip off line on overspeed. Most of the time the generation system governors will reduce the mechanical power into the generators and the frequency will return to normal. It can also, as you said, cause an overvoltage.

no control necessary, unless the steel plant is very substantial load to the grid. steel plant is ___ MW, grid is 4,000 MW.

in our case, all we see is that the neighbors of the plant will experience flicker free incandescent lighting.
