20 #10 in 1-1/4 Emt would work regarding both conduit fill and having the number 10 good for 20 amps since I would use the 90 degree column to derate? this is not taking ambient temp or VD in account.

Yes #10 THHN has an ampacity of 40 amps at 90 degrees C. 10-20 CCC's would derate to 50% so 40 amps * 50% = 20 amps. Since you've mentioned 20 conductors it sounds like separate neutrals so all 20 conductors would be CCC's.
