20 #10 in 1-1/4 Emt would work regarding both conduit fill and having the number 10 good for 20 amps since I would use the 90 degree column to derate? this is not taking ambient temp or VD in account.

Yes. 21 conductors would change things. But also keep in mind that all conductors are not necessarily current carrying.

Yes #10 THHN has an ampacity of 40 amps at 90 degrees C. 10-20 CCC's would derate to 50% so 40 amps * 50% = 20 amps. Since you've mentioned 20 conductors it sounds like separate neutrals so all 20 conductors would be CCC's.
