Qualified - Electrical work

Have some machine repairman in the maintenance shop . We are real busy in our manufacturing plant at this time . One of the machine repairman whats to help move electrical drops " Flexible cords to J-box in Ceiling " . I told him this is not my call to make as I'm just a plant electrician . Should the boss allow them to do this would they be " Qualified " ? They understand the electrical on the machines but I say they are not electricians .
 
Nothing says you have to be an electrician to do electrical work. If the employer says that the employee is qualified to do that task, then he is. Now, if something were to happen and this employee was injured or killed, then OSHA "may" look into whether the employee was truly qualified or not. Typically this means they want to see what training the employee has had.
