Question about Fluorescent Luminaire Ballast. code lette

I have a question about Fluorescent Luminaire Ballast.

The question states:

When selecting fluorescent ballast where noise is a factor, the ballast with code letter ____ would have the lowest noise rating.

(a)A
(b)B
(c)D
(d)E

The answer is (a)A. Could someone refer me to a text book or resource that would explain this in detail? Thank you for your time and effort.

I'd imagine it would be in the American Electricians Handbook. It's full of info on many things.

We use alot of Simkar product.
