is there an article in the NEC that requires 3/4" fire retardant (with paint or otherwise) behind low voltage racks or enclosed cabinets?
 
Not in the NEC but, it is a common engineering specification and may be a building code issue.

Yes I have seen it in many specifications but is it just something that has then been adopted by the engineering community at large or is there a possible NFPA or other requirement behind it?

Why I as is that I have always installed plywood behind racks but have an engineer who is saying its not necessary. I had been told at one point that it was "required" in my tenure with the company I work for and am trying to find out where this may have come from..

I'm not completely clear: Are you asking if the plywood is required? Or are you asking if plywood is installed, does it need to be fire retardant?
 
I am taking a shot in the dark here; but would this engineer and yourself be working to BICSI standards?

Even if not Engineering/Installation Standards and Code requirements are two different things entirely. Code is enforced by local juridiction having authority, standards are ignored:grin:
