Meter base is okay by NEC, but many POCos would say no by their standards. Is there a gutter involved in your proposed 400 amp service? Make the GEC connection to the grounded conductor there. Other possibilities are outlined in 250.64(D)

Both service disconnects would need MBJs in them as specified in 250.24(B) and 250.28

It may have already been said, but it seems your friend applied "the service disconnecting means" at the end of the sentence to the entire sentence. It actually only applies to the t"erminal or buss" part. For example:

General. The grounding electrode conductor connection shall be made at any of the following:

1. an accessible point at the load end of the service drop or service lateral

2. an accessible point at the terminal or buss to which the grounded service conductor is conneted at the service disconnecting means.

3. any accessible point between 1 and 2.

Sorry if this is redundant.
