Question on clamp on earth ground resistance meters???

Can an accurate reading be taken with a clamp on meter on the earth ground conductor going from the ground rod to the service panel if the conductor is in a 1/2" or 3/4" EMT conduit??? Basically the clamp on meter has to clamp around the EMT conduit which contains the grounding conductor.
 
I could be worng, but if the EMT is properly bonded to the conductor at both ends as required, the EMT + conductor will function just like a plain conductor and give a reading as accurate as a readign on just the conductor..

Mr Wilson is referring to 250.64E. The GEC must be bonded to both ends of a ferrous raceway. If this done I agree with Mr. Wilson that the clamp-on meter reading should be correct.
