Question on Section 590.4(D)

Does anyone know the reason that Section 590.4(D) prohibits a branch circuit on a construction site from supplying both lights and receptacles?

I don't know the reason, but I would guess that they don't want the lights to be lost when someone plugs too much into 1 circuit. Saws, compressors, etc.
