If so the split bolt may not be compliant but a crimp connection would be?

In the installation you describe a split bolt (listed as suitable for grounding and bonding) would be compliant. See 250.64(D)(1).
You could also use a common ground bar as allowed by 250.64(D)(1)(3). If you use this option the bar must be a busbar 1/4" X 2" X whatever required length to attach all GECs and jumpers. You can also use non crimp type connectors in this scenario as well.
Couldn't resist throwing the busbar idea out there.
