I have outdoor switchgear 208/120v three phase that is going to have fence installed. The switchgear is over 1200A with over 6 feet wide.

I was wondering would outdoor switchgear fence still need 2 gates one at each end or somehow still need to comply with NEC 2014 section 110.26(C)(2) or is that for inside only?

So then 110.26(C)(1)(2)(3) would apply to installation outdoor where their is fence? It does say anything about outdoor or indoor

YES. Word of advice. The code says what it says. Do you see anything that differentiates between outdoor and indoor? Do you see anything that differentiates between fences, walls, or walls built with used bubble gum and bottle caps? NO.

110.26(C)(3) says personnel doors with panic hardware. How is this possible for fence gate outdoor?

Only installation I see for outdoor is 110.26(E)(2) but thats under dedicated space in NEC 2014.

I don’t know for outdoor fence engineer or designer thinks I am mad says 110.26(C)(3) in NEC 2014 has nothing to do with outdoor fence install

There are no special requirements for electrical equipment operating at 600 volt of or less where the equipment is installed outside.

The workspace requirements in 110.26(A)-(D) apply universally.

The only differing requirements that are based on the equipment being installed inside or outside, are the dedicated equipment spaces in 110.26(D).

@augie47 and @don_resqcapt19 are right. The section is titled Entrance to and Egress from Working Space so it would not matter the location of the working space.

You do need 2 entrances unless you can meet the requirements of 110.26.C.2.a or b. Looks like.
