Quick disconnects still install but no ballasts?

I've seen a project recently where they installed led lamps, bypass direct wire type. They removed the old ballasts.

I was told they were still required to install the disconnects in the fixture even when there is no ballats. As far as I know this is not required per NEC and somewhat pointless unnecessary work. Some claim it was still required to have them.

Is there an NEC code that I missed that would still require this?
 
Do you know the NEC 2023 code that is specifically about the quick disconnects for light fixtures?
In the 2023 see 410.71:
For existing installed luminaires without disconnecting means, at
the time a ballast or LED driver is added or replaced a disconnecting
means shall be installed.
Note the exceptions,
I think it moved from 410.130 at some point.
