do the neutral conductors in a quick pull cable need to be reidentified at all openings or just at termination points ex; 2o #12 red marked 1-20

how about the phase conductors??
 
You can't remark red to white unless it is 6 AWG or smaller.

If it is 4 AWG or larger you can remark red to white at the terminations.
 
Quick pulls can be ordered with white conductors. For small conductors that are all the same color you're out of luck.

If you have lot of pulls to make and your good at pre-planing you can have these 'quick pulls' spooled up to your specifications, so instead of setting up a few dozen spools for each pull you just set up one spool.

But I guess at our scale (one of the lowest in the nation) the EC's don't feel it is cost effective as labor and phase tape in our area is pretty cheap!

I have seen such cable for multiple use but we called it 'Siamese Cable'. Maybe it's not the same thing....
 
I used to use the stuff all the time when I did machinery installs. We would order it with 20 #16 Red, and #14 Red, White, and Green. We also got #10 Brown, Org, Yell, Green for the many small 480 V Motors. You can pretty much order it any way you want from a few different manufacturers.
 
I have a job now, where this has occurred. They are trying to go over my head to get it approved. Lets see what happens.

They are claiming that the numbers on the conductors is all that is required for identification. 12 AWG all are red in color.
