Clearly it was the fitting manufacturers. There was a big deal about this awhile back that didn't get an coverage in the news. It seems that the fitting manufacturers were sending their agents, cleverly disguised as electricians, to spread this kind of false information in the field to fatten their wallets.

Their little ruse was discovered when an electrician asked one of the secret agents to cite a code reference for his falsehood, and he couldn't produce one. The intrepid electrician pressed him some more, and got him to confess on the spot his diabolical scheme to get electricians to buy more plastic bushings when they aren't necessary.
