I don't think so but you cannot install a recep. over a baseboard. Raceway should not be an issue.

According to...?

I have never installed a baseboard heater that allowed a recep. over the baseboard. Now it has been 15 years or more since I have installed one so things may have changed. I believe the issue is with cords draped over the heater and getting dried out and shorting.

The FPN in 210.52 is the closest I can find, and it was first placed in the Code in 1987. But I can't find any old Code reference that makes such a blanket statement that receps can't be placed over a baseboard heater.

Yes, very true but in the real world UL listed electric baseboard heaters do not allow receptacles above them.

Considering the manufacturers sell kits to install receptacles in the electric baseboard they have no motivation to allow regular duplexs above them.

There is no code reference. I am sorry if I implied that. There is only the manufacturers instruction.
