For industrial control panels fed from a 480 volt grounded wye source

What enclosure are you talking about? Can you give a more detailed description of the installation?The incoming 480 volts is from a 4-conductor, TC-ER approved cable dropped from an overhead cable tray that is not connected to the enclosure in any way. The other end of the cable is terminated at an isolation transformer.
