For industrial control panels fed from a 480 volt grounded wye source
(transformer) is the raceway for the incoming power permitted to be isolated from the ground bus located inside the panel?
 
I don't see how you can have a conductive raceway that is isolated from the ground bus and comply with the NEC rules.

409.60 would not allow that, as well as other articles.

The incoming 480 volts is from a 4-conductor, TC-ER approved cable dropped from an overhead cable tray that is not connected to the enclosure in any way. The other end of the cable is terminated at an isolation transformer.

What enclosure are you talking about? Can you give a more detailed description of the installation?
