raceway for short runs to fixture

I have drop in light fixtures in a ceiling, and the THHN that feeds these lights are exposed in air and not in a raceway. Where is it located in the code that these conductors must be in a raceway that is a short distance. Here is a pic.

110.8 tells us that we must use a wiring method recognized by the code.

Chapter 3 contains all the possible wiring methods. The closest wiring method to what is shown is in your picture would be Article 398 Open wiring on insulators. But of course when we look at 398.10 we see that wiring method is only allowed at industrial or agricultural establishments.
 
300.3(A) is the section number that specifices 'open type conductors' shall be installed using a recognized Chapter 3 wiring method.

I'm confused. Isn't that pretty much the subject of the OP?

2005 NEC 300.5 (A) Single Conductors specified in Table 310.13 shall only be installed where part of a recognized wiring method of Chapter 3.

Exception: Individual conductors shall be permitted where installed as seperate overhead conductors an accordance with 225.6

I quit a maintenance job in October because the building superintendent didn't see a problem with this type of wiring. My complaint to higher ups went unanswered. Federal Courthouse. Local building inspectors have no jurisdiction. Fire Marshall? nope. Maintenance is private contractor so nothing gets done. Your tax dollars at work. Couldn't sleep at night. Found a new job.

That's hard to believe that none of those people have any jurisdiction.

The local authorities normally don't have any jurisdiction for federal buildings. In Illinois up until a few years ago the fire departments had no jurisdiction over public schools and the local code officials still have no jurisdiction or authority for the schools. By state law the inspection and occupancy is by the Regional Office of Education (ROE). The schools don't even have to get local building permits as those are also issued by the ROE
