But the NEC has it's own definition.

Panelboard. A single panel or group of panel units designed for assembly in the form of a single panel, including buses and automatic overcurrent devices, and equipped with or without switches for the control of light, heat, or power circuits; designed to be placed in a cabinet or cutout box placed in or against a wall, partition, or other support; and accessible only from the front.

Most 'residential' panel boards come as 'loadcenter' and are complete ready to use under one part number.

Many commercial panels must be ordered as components.

You would order the actual panel board (the bus bars etc.) than order the cabinet, than order the cover.
 
Right again you are. So the short answer to the OP question is no then. Atricle 312.5(C) Exception talks about the panel having to be a surface mounted enclosure and thats not what the OP will have. The only other article that mentions NM in a conduit is 334.15(C) and thats if you have an unfinished basement.
 
I could leave the section of drywall from the panel to the ceiling removable with screws to facillitate fishing wires down to the panel. It is a garage.

I would at least like to put some PVC conduit elbows through the top plate with a plastic bushing at each end to avoid having to drill a bunch of holes later on. The roof would interfere with drilling holes and pulling wires.

Would that be acceptable?
