What is it expressly designed for if not to hold wires??
It doesn't say expressly designed to have wires/cables or busbars laid in or pulled through-------it says expressly designed to hold wires.

Yes, I agree. The ac/mc is doing exactly what the definition specifies. The ac/mc just has the conductors already installed.....in essence: I do believe it to be a raceway.
 
The head-scratch factor on this was high enough that I decided to start a poll on it. Mods, feel free to change the poll view to "public"; I don't know how to edit my own poll.
 
Look at the definition of conduits like emt, rmc, etc-- In the definition it states raceway. Now look at mc-- sorry it is not a raceway, iMO
