Can High voltage and Low Voltage wires be pulled and spliced in the same pull box or troff?

Define high and low voltage. are the two circuits insulated to the higher voltage??

If by low voltage you mean class 2 or 3 circuits then the answer is no.

300.3(C) Conductors of Different Systems.
is the section number you may be looking for.
So, 480/277 and 208/120 and other voltages (600V and less), including DC are permitted in the same raceway as outlined in 300.3(C).
Take note of the FPN that follows the exception after this section.
When you say high voltage and low voltage, possibly meaning service conductors and other conductors, then you are not permitted to install them in the same raceway. 230.7
