Good question. The answer is yes if there is any chance for the supports to come in contact with any electrical circuit. So if there are any type of electrical circuits run under the raised floor you are required to effectively ground the raise floor support structure as a whole.
However to what degree you do this is another question.

The degree in which you bond is a design issue. Theoretically you could run one conductor to the floor system and rely on metal stringers to bond the rest of the floor system. Most, if not all go further than the minimum.
