raised covers

I know that with line voltage , a raised cover on an electrical box should be flush to 1/4 inch behind rock. Wanted to know ? if using standard 1900 box with raised cover thats falls 1/2 inch shy of sheet is ok for low voltage as in 24 volts. If so how do show proof to general contractor that its not a code violation .

What kind of low voltage wire is it-- T-stat?? Some lv wires would have to meet chapter 3 requirements

for bms system, t stat for vav, co2 sensor to vav ect.

Oh ! these low voltage wires do not directly switch line voltage, they go to a controller point, the controller has outputs that would switch fan on and off.
