Range and dryer neutrals

I remember the first dryer circuit I run years ago. Used 10-2 w/g romex. Everbody else did it this way and I didn't know any difference. :oops: Of course that was then and this is now.
 
On hand I have the 99 cycle and it is written the same as the 02 cycle.I have to agree that we just got away with it for along time :oops: 250.140 did not change for the 02 cycle I just wonder why it took so long to get dryers and ranges in compliance with the NEC. :?:

250-60 Frames of Electric Ranges and Electric Clothes Dryers
Frames of electric ranges and electric clothes dryers shall be grounded by any of the means provided for in sections 250-57 and 250-59 or where served by 120-240 volt, three wire branch circuits, they may be grounded by connection to the grounded circuit conductors, provided the grounded circuit conductors are not smaller than No. 10 AWG. The frames of wall-mounted ovens and counter-mounted cooking units shall be grounded and may be grounded in the same manner as electric ranges.

Size 8 SE cable can be bought with a size 10 bare conductor. When I first started in the field a couple of years back #8 SE came with #10 bare unless you requested different. I haven?t bought any lately so I am not sure about it now.
