Range receptacle location

I was looking through Article 422 and I can't find anything that would specifically prohibit this situation. Contractor roughed-in a range receptacle per kitchen drawings. Cabinets were delayed being installed so the contractor did his finish work and was complete without cabinets. The owners changed the kitchen layout and now the range receptacle is in an adjacent space in the lower cabinet space next to the new space where the range will slide in. Are range cords allowed to pass through an adjacent space such as a dishwasher cord is? Contractors stance is dishwashers and microwaves above stove tops pass through cabinetry, so this should be ok.

422.16(B)(3) doesn't say anything about the location of the receptacle. If it's within the space of the range then it needs to be accessible through the drawer at the bottom of the range. {422.33(B)}
