What's the code regarding
re-identifying wires with tape

I know It can only be done on wires of #4 and larger unless its in a cable like bx/Romex

Dose this mean I can re-identifying any color cable to any other color

That only applies to conductors that should be white or green. No restrictions on the re-identification of ungrounded conductors.
