Readily accessible disconnecting means

My campus project has an existing six-breaker service panel in a fenced area in the middle of the property, 200' away from the buildings it serves. Each service disconnect feeds a main breaker panel outside each building. May we consider the main breakers outside each building as the "readily accessible disconnecting means," or, must we have documented switching procedures and installations monitored by qualified individuals per 225.32 Exception 1? Thank you. [Please note that this is a simplification of an earlier post.]

If I understand your situation correctly you would have a main breaker panel installed on the exterior of each building to supply the buildings correct?

If that is the case then the main breaker in these panels can count as the disconnecting means for the buildings as required in 225.32.
