Those poor neutral wires....green tape wrapped on them, connected to red wire.....I bet they have an identity crisis. :?

I'm not sure how you all are so certain those arent in fact EGC's that are taped Green and spliced to the red wire that lands on the neutral bar.
If this is a service panel and the Feeder Neutral actutally terminates on the neutal bar on the other side of this panel, and is bonded to the can on that side, and the insulated jumper strap that you see coming in behind this neutral bar that we are looking at, actually makes contact to this Insulated bar, and they pulled an EGC along with the feeders to the Outlets,,,,,,whewwww,,,,, those wires taped Green and spliced to the red wire with a hose clamp that land on this bar may in fact be EGC's and need to be taped green.
Looks like thats the case anyway since that's where they landed the bare grounds but there is not enough picture to verify any of this.
