Most coated rebar makes the rebar no conductive. Is that what you have?

Technically, that is how to bond the concreted pool shell without being able to bond the rebar or use it as an electrode, which is what the OP would have asked in the first place if he already knew the answer. :angel:
And is equally hard to do once the pool has been poured, so it pays to get it right during construction.

Zinc coating for example?
Most other coatings intended for rust and corrosion protection of the rebar will end up being insulators.
assuming you are referencing an in-ground concrete (gunite) pool with non-conductive rebar (such as epoxy coated), 680.26(B)(1)(b) details the copper bonding grid that must be installed in lie of conductive re-bar, as ActionDave stated in Post #6

Gus hit the nail on the head in last post. That coated rebar probably doesn't need bonded as it will be useless for equipotential or grounding electrode purposes, but the pool shell still does need bonded.
