Rebuilding a Service

I am working on a bidgeting project and I was asked for a price break down for "rebuilding a service" for each location. Does this mean a work up of the panel and everything that goes along with it? Please, someone help me figure this out. I am pretty new to all of this budgeting and new to electrical in general. But I am enjoying the learning that goes along with all of this!

I think they are asking for something so vague as to be impossible to estimate.

You are going to need to know what is there now and what they want to end up with.

It may also require some work from the local POCO which may or may not be expensive.

A 100 Amp residential service replacement is a lot different than changing out an industrial or commercial service from 400 A to 800 A.

I also take issue with the phrase "rebuilding a service". It is meaningless without some idea what it entails.

There are likely to be code changes that redoing a service forces you to consider as well.
