Receptacle height in commercial basement

No height requirements are in the NEC. If the basement is accessible to the handicapped, then perhaps. Some states have minimum heights. Some use the ADA requirements. These requirements only apply to accessible locations. Stairs to the basement would not be considered as accessible.
