The question has come up regarding receptacle mounting / placement; I know a flexible cord is not to be installed above a ceiling suspended or otherwise but what about a receptacle? For general purpose equipment servicing? I cannot find where it prohibits this installation but I cannot find where it approves this location. The question has come up by a local inspector.

You can install receptacles above dropped ceilings, you just can not use them for cords that are not temporary.
